Jakarta, CNBC Indonesia – Ministry of Transportation (Kemenhub) does not want new regulations related to online taxis to be canceled by the Supreme Court (MA). Therefore, a number of points in Permenhub No. 108 are certain to not appear again in the latest regulations that have just been signed by Minister of Transportation Budi Karya Sumadi.

One that is removed is the obligation of KIR test or testing of vehicle parts for the driver.

“That is their demand and has been ratified by the Supreme Court. We do not dare to take the risk of still entering the KIR, later subject to another penalty by the Supreme Court. Later we will be scolded, including by the perpetrators,” Director of Transportation and Multimedia Directorate General of Transportation Closing Bell CNBC Indonesia TV program on Friday (12/14/2018).

Although the KIR test obligation is no longer listed, it does not mean that the safety aspect is ignored. Ahmad Yani asserted, online taxi drivers must check their vehicles according to operational standards that have been issued in the service book.

“Every vehicle has a service book. When does it have to be serviced, is it a big service, is it a small service. It will be seen by friends who conduct supervision,” he said.

“The vehicles are based on observations that can already be seen as feasible or not. This can be done. Dishub in the area I am sure has understood, the police must have understood,” he continued.

Furthermore, the minimum requirements for vehicle ownership which in the previous regulation were five units were now reduced to a minimum of one unit. The obligation to form a legal entity business unit is no longer regulated in the new rules.

“Because this takes into account the MSME Act [Micro, Small and Medium Enterprises]. Companies that used to be legal entities, now MSMEs are also allowed,” he explained.

Meanwhile, related to the special code for motorized vehicle numbers (TNKB) for online taxis, the Ministry of Transportation fully surrenders the police. Because, the obligation to attach special stickers is no longer included in the new rule points.

“In this regulation [the new Permenhub] is not regulated, but this is the right of the police friends. Therefore this is the duty of police friends. To be able to recognize these online taxis or private vehicles, here are the friends from the National Police can supervise the TNKB, “he said.

Ahmad Yani stressed, the main focus in the new regulation is the minimum service standards related to security, safety, comfort, affordability and order.

Regarding security, for example, each user who orders an online taxi may not be confused with the driver’s identity.

“The driver’s identity is the same as what he ordered, this is still a lot going on [which is not appropriate]. Then each applicator must provide a panic button, this is for both passengers and drivers,” he concluded.

Regarding this security, Grab, an online transportation application, has done and continues to improve features to anticipate potential things that threaten the safety of the driver and passenger partners.

“I think it is very important about security and we will indeed be launching some driver security features. We will allow drivers to share location with several fellow driver friends and specific family members before and after delivering passengers,” Tan was met at Grab’s headquarters in Singapore. last week as quoted by AFP, recently

Tan explained, his side would also soon introduce an emergency button that the driver could use when he felt threatened. Other security features that are considered the most capable, namely the application of cameras, are currently still in the testing phase.

“It will also make an emergency button for drivers that can be interconnected. Then there will be a security camera that will help control and transparency, this is a situation that we don’t want. And in this context we carry out strict verification, both for passengers and drivers,” said Tan.

The security camera in the car itself is currently installed in 1,000 partner cars in Jakarta and Palembang. The camera can scan the faces of passengers. But what is the application in the field, said Tan, the new Grab will release it in the near future.

“There will be a significant launch to share what our safety program is like. An additional increase from what we have invested. For all the security initiatives, we will announce the plan,” Tan said.
