“We are also thinking about how our neighbors are, so that the bajaj can still live, so we as newcomers must not be selfish.”
tirto.id – The Online Driver Association (ADO) proposes several things in the formulation of regulations in lieu of the Minister of Transportation Regulation (Permenhub) No. 108 of 2017 concerning Special Rental Transportation Operations or Online Transportation, carried out by the Ministry of Transportation.
The results of the annex of Permenhub include 4 articles received by the Supreme Court (MA), which are related to the marking in the license plate or Motor Vehicle Number (TNKB), the problem of lower and upper limit tariffs, restrictions on operating areas, and quota limits for each province.
ADO Secretary General, Wiwit Sudarsono said first, that his party firmly refused the marking of TNKB on vehicles because the automatic drivers had to replace the number plates and vehicle registration.
“Cars still credit whether leasing will change that in essence, we reject the permanent marking of vehicles. From the beginning we refused,” Wiwit said to Tirto on Monday (09/24/2018).
Second, related to ADO’s lower and upper limit rates strongly agree to apply this. Wiwit said the lower limit tariff to protect drivers so that operational costs were met, while the upper limit tariffs to protect consumers so that during rush hour or pick hours prices did not soar.
“At present, if it’s raining or stalled, the price will be 5 times higher. It’s also a pity for consumers, so the upper and lower bounds need to be regulated,” Wiwit said.
The lowest tariff ADO proposes IDR 5,000 per kilometer (Km) and the highest tariff is IDR 10,000 per Km. However, he expects that there is a minimum meter under 5 Km, IDR 25 thousand.
“So there is no meter Rp. 12 thousand, Rp. 15 thousand. Far near Rp. 25 thousand. So far, the distance of 3 Km is Rp. 14 thousand in Grab or in Gocar. There is also a tariff of Rp. 9 thousand. he said.
He admitted that it would certainly be more expensive, but he said it was for the sake of a healthy business competition, such as bajaj or other public transportation.
“We are thinking about our neighbors, so that the bajaj can still live, so we as newcomers must not be selfish. If we still have Rp. 9,000 meter, IDR 12,000 pity like bajaj or angkot. We also think about them, don’t make our old brothers dead, “he said.
He added that the proposal also took into account the 20 percent discount from the applicator, as well as vehicle operating costs.
Third, related to restrictions on operating areas. ADO asks for the determination of the operating area to also include the buffer zone Buffer areas with different number plates are tolerated to operate.
“In the Jabodetabek area, means plate A (Banten), F (Bogor) may enter. For example in Central Java: Purwokerto has 4 districts, namely Cilacap, Purbalingga, Banyumas, and Banjar. These four districts should be allowed to operate in Purwokerto,” he said.
Fourth regarding quota, he asked the government to strictly regulate the implementation of quotas to applicators. During this time, he revealed that the applicator continued to open new driver registrations. Thus, the number of drivers operating 200 thousand, has exceeded the quota set by the Jakarta Transportation Management Agency (BPTJ) of around 36,700 drivers.
“At least the application of quota is not retroactive, so if at this time BPTJ determines the quota here 36,700, while there are still online drivers meeting the requirements, it must be accommodated. If we reflect on the previous regulations that online drivers must meet the KIR requirements, general SIM and all kinds, it must be included in the quota amount, “he said.
Meanwhile, ADO requested that the rules be patented in the form of a Presidential Regulation (Perpres). Because, he considered that online taxi arrangements were carried out across ministries, including the Ministry of Transportation and the Ministry of Communication and Information.
“It is not enough to be regulated only by a Ministerial Regulation. At least the Presidential Regulation,” he said.
